^^^Why are you asking? Cos what you've said is pretty much it, not sure about 3rd party in Wales?
I used to be QS/PDH for niceic contractor so everything was done via them inc wiring for friends and family done through it left 2 years ago now doing mostly schools etc just wondered as we do not have enough domestic work to make it worth while joining scheme need change his c.u and new circuits to his kitchen maybe a call to LBC £300+ is a lot of money for him let alone if it was a customer.
 
What about simply getting in a sparky who is registered and see if you can do the first fix, get him to do the termination, testing and sign off. It might be a cheaper option ( assuming money is the issue) or simply join a scheme.
