The boxes are the property owners property and you have every right to install your cu in there if you so wish just not a good idea because some smart assed kid will end up gaining access and shutting you down lol

I've known them to moan about equipment being fixed to their board on a cellar wall in the past.

Thanks for all your replies, i have got to install the switch fuse this week and will let you know if there is any comeback when the meter operators come in.
