On the verso cu wiring diagram the spd is not after the main switch?

Does the spd not have to be upstream of the rcbos

It is.
The SPD is connected to the big lump of copper that connects the main switch to the RCBOs - with just an MCB in between.
While a short length of cable can have enough impedance to reduce effectiveness, that very short length of thick copper bar will have no effect.
