Ok, it’s an older smart meter, but why does the OP have another sealed cover below the main cover? A bit pointless if the screws are exposed without outer cover.
It probably designed so the supply can be safely tested, but doesn't explain why there's provision for a seal on the inner cover.
I've also had this once, new barn conversion, new electric supply and smart meter. I was tidying up and the hand brush I was using knocked the outgoing live tail and it fell out of the meter! It had only been connected 20 minutes... I did call the energy supplier who sent the meter fitting company back. the lack of screw marks on the copper suggested the screws were never tightened.One of the cables came out? Really?
