Seen in a few houses recently the main 16 mm earth connected straight to the metal sheath of the incoming with a standard earth clamp.

What is the standard procedure, should you ask the occupier to contact the supplier to come out and upgrade the earth ?? And why is it likely to be like this in the first place ??
