could be either depending if they have used twin brown or just blue/brown t+e and marked the other conductor either is acceptable.
 
Also in 2 way ther would be another 3core+earth,
either brown black grey or red yellow blue in old colours and should be marked as live conductors too.
 
so all need sleeved brown as a live conductor so that would be your blue from your switch wire and the grey and black from the strappers.
