Hi, I've moved in to a property that has 2 cellar lights, one at the top of the stairs and one at the bottom. The one at the top of the stairs works, I switched the bulb at the bottom of the stairs and it still doesn't work. When I've taken the switch off the wall there are a couple of wires that aren't connected to the switch, can anyone advise what is going on? Pictures attached

The fact there is wires disconnected may mean there was a fault and by doing this they have made it safe, but removed the two way functioning of the two switches.

You should get an electrician to check the wiring with proper test equipment and have it repaired.

Don’t just connect them back up where they should be.
 
I can't see any disconnected wires in the pics. What I do see is a 2G1W switch with a 3&E using the blue as a neutral feed to the switch box, connected to the outgoing black to the light controlled by the half of the switch connected to the T&E, the red of the 3&E is the permanent live feed to both half of the switch, and the yellow being used as a switch return to another light.
