Came across this today, a 4mm cable terminated, but some of the strands had been cut in order for the cable to be terminated. Oddly, it was feeding a light.
 
Apart from being a dog rough thing to do, what are you asking? YOU SHOULD NEVER CUT STRANDS FROM A STRANDED CABLE
 
better feeding a light than feeding a troll.
 
Yeah, wasn't very clear ha, I mean, I know it's a wrong thing to do, but I want to know why? Just something I've thought about, it was on the neutral also.

it's OK then. as long as the neutral is clipped as well, there won't be too many electrons for the reduced cable size at the other end, but, only if the same strands have been cut at both ends. if they haven't you will get sydney currents in the cable ( sydney is eddy's cousin by incestuous marriage) . these sydney currents, or syds as they are commonly called cause premature discolouration of the cable insulation ( red goes brown, black goes blue and you think the cable is gangrenous, so cut back on the insulation thus leaving bare copper which will eventually go green, weeping green goo, finally withering and dropping off. this is a sure sign ( ask meggerman) thast a new CU is needed, subject to the installer having need for a perfectly good wylex 6 way 3036 board for a homer.

You are are reducing the cable CSA, thus reducing its current carrying capacity.
