That is indeed correct, I have done this test on complete 3 phase boards in offices with all IT equipment plugged in and have never had any problems.
You may be shocked by the low value that you find on most installations though, but if you can remember that parallel paths that you are...
Easy, main switch off, all MCB's closed or fuses in place, lead with croc clip on both ends from neutral bar to busbar, or if this cannot be done, a nice bit of single between the neutral bar and the outgoing side of any MCB, seeing as they're all connected through the busbar it matters not...
For why we use the 80% value, have a look at appendix 14 (or thereabouts) in the BRB, and it will explain all.
Table 2E is the corrected values to 80% for the reason above, but the 100% value in the regs still has to be stated on any paperwork.
You could always do the R1+R2 for the part of the circuit that you are installing you know, to prove earth continuity on your part before energising...
Question - would you turn the whole circuit off to conduct insulation resistance, or just test your bit?
They normally are free to download, the only problem this time around is that the amendment is so huge that you'll have to practically have a new book photocopied into your regs...
From what I have heard from the IET, because the amendment is so big (if you've downloaded the DPC you'll see that there are over 200 pages with alterations) a whole new book will need to be bought...
