My view is that the potential for current flow was checked but not measured. Loop impedance tests checked continuity to earth while the voltage test checked the potential for the flow of a level of current which would clearly provide a potential for harm should further faults develop.

I think the main point I'd like to leave with you is that, even if you measure 95V on a disconnected earth cable, without knowing the impedance of the 'fault' you've no way of knowing what current will flow when the cable is re-connected; it may be trivial. Even a cheap clamp ammeter will give you some idea of what's actually happening in those cables. And it's especially useful for fault finding in situations where you can't disconnect cables for whatever reason.
