Per this document:

I guess dimmer switches have a minimum load required for operation. I believe this is the problem I have run up against. In replacing the halogen bulbs in my light fixture with all LEDs functionality ceases. The fixture has 12 sockets(?), swapping halogens back in gradually restores more functionality with 3 halogens being enough for normal behavior.

I've ordered higher wattage LEDs, but if they don't prove to be enough is there a way to add more load or otherwise enable the functionality of the system? Perhaps something as simple as soldering a resistor to the dimmer switch?
 
Are your LED lamps actually dimmable? Some are not, and you get a mad strobing effect.

Likewise, the dimmer switch must be specified that it can be used with LED loads
