You can't assume it is pme, some properties don't have an earth provided by DNO. Check with them first, but pme has to be installed on the local system, it's not just a matter of linking n & e. If no cover on cut-out, get dno to check as an emergency call, especially if it is live.
This was from only past experience when a house in the middle of nowhere past firm working for refurbishing had TT, now my boss at the time would not pay for a time delay RCD upfront for the sub-main went to neighbours down the lane and they had PME so got upgrade.Good point anthonybragg, still should get dno, after all cut-out needs sorting.
Most but not all. Convert it yourself? In the cut-out? Not legal or sensible. That supply could be on 400amp fuse, real danger if you don't know what you are doing.
