Why did you not fit an RCD in an enclosure the circuit should already have a protective device at the circuit origin so from that perspective I can see why members are saying EIC as a new circuit. I assume this existing burnt out switch was either outside the bathroom or in an adj cupboard. I agree with Pete on what is wrong with adding an RCD to increase the level of safety. It's MW but there would be nothing wrong with issuing an EIC just more paperwork.
 
You haven't wired a new circuit, you have altered an existing circuit MNW
I could kind of see where ESSEX was sort of coming from as switchgear rather than an accessory a subdistribution circuit has been made hence why saying EIC if an RCD in an enclosure replaced the isolation switch it would have been a straight MW.Still agree though can be MW for what's done.
