emergency lights not coming on when breaker is switched off, are these wired just for use as normal lights rather than emergency??? Sorry not done much emergency lights before

The lamp holder's not even connected to the battery pack.
 
the wiring looks correct to me,
I presume its a 2D style led panel that is attached. the 4 coloured singles go direct to the led's as a low voltage supply when the mains fails.
have you checked that you get power between N and L1 (next to the earth) at all times and that the power drops out when the breaker is off?

Yes turn breaker off and no power there
 
it looks like a combined battery and charger unit, I suspect the battery has failed, if its being powered up correctly I would expect a tell tale led to show on the surface of the lamp somewhere (possibly a green led)
when you remove the power, the tell tale lamp should go off and the light normally comes on at half brightness until the battery is flat.

Edit, just zoomed in on picture, confirming the detail above.

Does the indicator light work to show the battery is charging?
Just make sure that the internal battery is properly connected in the emergency pack as they can be a bit finicky

Yes once power is on the green light comes on, which I presume means it’s charging
 
Did the green charge indicator ever come on, if not the no power to PL. Is the test switch in test mode?

most I've fitted come with some charge in the battery but if these are totally dead then they may require some charging to function.

So at the min the lights are switched by photocell and come on at night so the batteries should be charged and test mode does nothing

The supply to the battery pack should be from the PL. When the test switch is in the test position then power is cut fooling the light into thinking a loss of power has occurred and the light should switch to battery back up. When not in the test position the batteries will charge indicated by, usually, a green led being lit.

The supply to the lamp, via the contactor and photo cell should be is the switched live and should go in the appropriate terminals on the light.

Thanks understand a bit more now, I’m back tomorrow so will check the wiring cheers for your help
 
Go back to basics initially and check your incoming supply as per #22 it wouldn't be the first time a contactor ditches the PL, if the charge indication goes off when the contactor is off it is connected incorrectly but not necessarily at the fitting. If all this is okay you can probably assume the fitting/s are duff.
 
Right this is what they have now, I’ll do a drawing of what I think it should be and you guys can correct me if I’m wrong? Or any other solutions? Or if anyway has a drawing would be must appreciated haven’t really touched key switches I know it’s a normal switch basically or contactors

I would be happy to post a wiring diagram, would this fall foul of no step by step instructions rule?

There are multiple ways of doing it, depending on exactly what function you want from the manual on / off switch and the photocell override switch.
but this is one way it could be achieved.

That just seems like a lot of faff...

To be fair all the 2D EM fittings I've dealt with were solely 2D with no additional LED lamps hence my comment.
 
That looks wrong to me, the p/c override and supply for the control.

depends on what you are trying to achieve.
if you want the lights
perm on, turn manual switch to on.
automatic, turn manual switch to off with over ride switch on
perm off, turn manual switch to off and over ride switch to off
