Jointed and extended many submains, if this other contractor can do it as opposed to the one who thinks it is "shifty" whatever that means let them do it and them use them for the rest of the work and ditch Mr Shifty.
 
In an ideal world you would replace the distribution circuit....But sometimes everything isn't ideal so you have to be practical about things. Extending the distribution circuit can be done, just has to be done in compliance. It's very hard to gage over a forum if what your second electrician suggests is legit but he's the one who has seen the job.
