Any ideas on joining a 16mm T&E.

Its fed from a main switch up into a flat. Its mechanical sound just to short to reach new board. it needs to be joined under the floor.

But we are lost on best practice for this.

Would a 60A junction box help you? What's the rating of the cables protective device?

....can you pull it back, the cable, so to speak, to an accessible area, and use the JB pictured? They are very good I like them. Very up-to-the-job.

If it’s going to be inaccessible then I’d crimp and sleeve.
But to be honest it would be better if it can be made accessible those JB’s look a good bit of kit.

This supply will pop out of the floor by about 6- 8inchs max. so we could put a small enclosure then JB it. Then ininstall the new board. We have not had proper chance to view the switch, from the height we are at we assume at present 63A supply.

Running a new cable was original thought thought, but due to location and being a third floor flat, access is rather bad, the route is not easy.

As it sounds like the 16mm T&E are the "tails" wouldn't it be better to run new tails completely? You'll have to run a new main earth so why not do the lot?

If you've got 6-8 inch to play with and seen as the 16mm t+e is for your main incomer, just wall mount henly tail connectors and run your tails from them to the new board. This way you comply with 543.3.3 for testing as Murdoch pointed out.

use 16mm cable link, clamp properly and wrap with PVC tape

Welcome to the forum.

Unfortunately the member in question hasn't been active in some time and this discussion dates back to 2011. In the UK we have a few options for joining cables of this type and size, but wrapping with PVC tape would not be permitted as a suitable means of insulation and protection.
