Is it common for electricians to leave cables hanging out of the back boxes with just a tiny bit of tape over the live ends between fixes?

Job I was called out to last night to get the lighting back on had this in a one room flat that was being renovated. With a combination of a water leak and a bond coat there was a potential difference of 230v between a radiator and a door frame which woke me up a bit.
 
bad practice. spreads get it wet, all sorts of problems.
 
Called out to an electrical fault....I think you should know whether it is common or not.

I've come across live cables and even live walls before, but this has mainly been due to error. I've never previously experienced anyone deliberately leaving the power on. But if this one electrician thinks it's acceptable, there may be more like him that I haven't met yet.

Same guy wasn't bothered that the L&N were transposed on the radial they were using for their tools. As in the blue cable was live, the brown was neutral, and the issue was not at the faceplate.
 
Recent job i was on, fire damaged house, only one bedroom... I took the ceiling rose down and terminated the ends into a wagobox lite and left hanging, thinking the plasterer would board around it...

He took the box off and passed the cable through a hole in his boarding. Didnt replace the box or the wago's.

Standards today, have plummeted....and we make such a fuss about non maintained JB's installed years ago.
Materials having improved to such standards, too, eh? Fat chance, cheapo crap..
