You could do what Semple & Cochrane did years ago to replace the lights in the Clyde tunnel. They bought an old open top bus removed the seats on the upper deck and used step ladders to change the lights because of the length of the bus several electricians could work all at the same time.
 
You will need to know what the access will be as the last thing you will want is to turn to do it and can't get anywhere near any off them due to cars being parked next to them. Might be a case off doing it at the weekend when no one is around.
