it's actually a better design. by supplying the MCBs from the top, gravity will help the electrickery flow faster.
 
what it boils down to is that you'd be a complete moron to do any work on that abortion of an installation without putting all the problems right.
 
I was working on a 16th edition GE board the other day. Absolutely lovely rock solid board with no twisting of the breakers. The plastic enclosure was easily as solid feeling as any new-fangled AMD3 metal board. And I do wish the manufacturers would bring back the solid neutral and live link bars on domestic boards. The fine stranded sheet we have nowadays is carp.

might be a rock solid board, but wired by an italian. all that spaghetti
 
Yep rough as..... Those boards were well constructed but a pain with the neutral bars down the sides, on a board change you'd usually find the existing neutrals were too short to reach.
