I'm guessing that the question is whether an Electrician or a Professional (e.g. Electrical Engineer) should conduct the testing.

It's only a guess though as it clearly isn't what the question asks!

To add it would be a difficult procedure to test without first termination, you never know what damage could be done during the cable termination.
 
As Pete says cable must be terminated, I am no expert in such matters but I believe the test voltage should be AC at twice Uo. These cables have specific insulating properties and you should seek advice from the manufacturer or seek expert help, not mine! You liven that cable up and there is a problem you are likely to be doing more than just resetting a breaker from the fall out.
 
It does matter, it is a complex and extremely dangerous test to carry out involving 20,000V+. The one saving grace is it would be highly unlikely he could get his hands on the equipment needed.


If he has a legitimate reason for asking I’ll provide the latest test procedures.
