What is this? Strange job today!

I was called to a job earlier and came across a switch which had completely melted.. it had this inside and I wasn't sure exactly what it was.

It's for a septic tank pump which is single phase. The other strange thing is that I was also getting 400v L-E in the switch.. why would this be?
