would anyone know the actual value of the negative rail (-Vcc) for the ICL7660?

Doesn't it generate a negative rail of equal magnitude to the positive supply rail? Give or take a little obviously.

I would suggest that you read the datasheet properly as it is very clear, both in terms of a principal value, and the values based on various load conditions.

I found it easier to find than the work you must have done to post the question!
