I have a circular track light with 12V MR16 bulbs and three lights on the fixture. One of the lights is not working (I have replaced the bulb) but not sure if I can remove it to examine it. I have attached a picture and maybe someone can advise if the light can be removed? I don't want to pull or turn incorrectly and so damage it.

That looks like a normal spotlight fitting, not a “track” lighting system.
You won’t be able to simply “unplug” the individual lamp holder part.

would be easier to take it down off the ceiling and work on it on a bench
(isolate supply, do it safely)

take it down safely and see if anything looks loose or crusty like the lamp holder connections

these can get a bit crusty after a while
