I think i might of asked this before but

Here goes again, on my flat cu with the mcbs off if I use my voltage tester between a lighting circuit and socket radial I get continuity?

Why is that?

But of I power up one mcb the others don't get powered up.

If you’re using a voltage tester for continuity, is this one of the 2 prong jobbies with the red led lights showing voltage?
It can beep at very low voltages...

even with MCBs off, the circuits are still connected together on the neutral and earths... it may be a capacitor discharging from plugged in equipment.
 
I would suggest that it may be reading back through the neutrals as they are connected to live still through anything that is currently pluged in! You could find out by (power off of course) remove the neutral from the bar of the circuit in question and test again. Best way to find out is using a multi function tester.
