Thats correct in parallel with each otherDo you mean there is 10mm in parallel with old 6mm to both water and gas?
I would just leave it be, unless you suspect the 6mm is a much shorter route than the new 10mm and so might take the majority of fault current.

Yes. Length is not the determining factor... its the resistanceCan't see the problem if they are in parallel and the 10mm one is not significantly longer than the 6mm one.
