If I try to enquire ze from the DNO for tncs they will say 0.35 ohms which is ridiculous and may lead to unnecessarily larger cables installed for circuits to comply with ADS

There is no way the NICEIC will suggest not pressing a button on a loop impedence tester is fine because the reading is not required, total bull ----.

As you are members of the NICEIC, you should be able to access their video on PIRs, where Tony Cable says Zs Testing is unnecessary.

I have been in the NICEIC for 26 years, I couldn't give a monkeys arm pit about what tony cable says, the inspector who I used to deal with would insist on live test results.

Unnecessary is not the same as not allowed.
They can’t tell you not to test live as you follow bs7671 as they should.

......and you'll have to isolate the property to test if a circuit is dead
