I am an owner (not an electrician) and plan to commission building a new house in Toronto, Ontario, Canada.

The home will have a legal basement apartment (so 2x ovens, 2x laundry, etc), 2x car chargers, elevator, some electric heated flooring, electric heated driveways / paths, HVAC, and some electric outdoor patio ceiling heaters. I feel like the potential peak electrical use could be quite high. I would also like to have a 200amp Generac generator for some of the circuits, but not all.

No backup power: car chargers, all indoor and outdoor electrical floor/driveway heating, outdoor ceiling heaters
Backup power: everything else

Is it possible (or even advisable) to have 2x 200amp panels in Toronto fed from the same electrical meter? I was thinking the backup power panel could be this file:///C:/Users/david/Downloads/0175200SBY-K%20GenReady.pdf and the other would be a normal 200amp panel.

Or is it possible to get a 400amp panel that can flag between backup and non-backup power circuits? As I am not an electrician, I don't understand the options or products like this: https://www.generac.com/GeneracCorp...ce-rated-nonservice-rated_100-400A_1phase.pdf

Any tips or advice would be appreciated. I'd like to round out my understanding a bit better before I start talking to potential builders.
