yes, but they can't notify notifiable works to LABC unless the work is part of an extension etc. where LABC are already involved.

So if someone has had an extension built and have had additional lighting and power installed to existing circuits, what paperwork is required for the LABC to be satisfied?

Assuming the electrician does not have his own business or registered with a scheme.
 
if new circuits, an eIC is required. if additions to existing circuits, then a MWC will suffice. send a copy to LABC.

I'm assuming the electrician would need public liability insurance in the unlikely event of a fire due to electrical work?
 
he'd be a fool if he didn't. not just fire. drilling a water pipe can be a costly experience.
