I see no reason why as to replacing it. Obviously with a single rcd providing fault protection you have no division of circuits so if a fault occurs to one circuit all lighting and power is lost, this was common practice at one time.
 
Why is the BG engineer telling you about this?

He hasn't told me anything. He advised my customer of the issues. He was there to fix an earth fault which was a wet socket behind the washing machine and has now been rectified. I am assuming they have some kind of contract with BG but doesn't cover switchgear as BG would have fixed the issue and I would not have been called. I don't want to be quoting for something that is not required as this is not good for a reputation.

I understand this but in OSG it says about having a 100ma RCD providing fault protection for single insulated conductors supplying a 30ma RCD. Come to think of it there is no single insulated conductors supplying RCD as the main switch is the RCD and that come off the tails.
Thoughts please?

Its likely all circuits will need Rcd protection,division of circuits may entail 2 or more Rcds or Rcbo per each circuit,but as its an existing installation with one Rcd for all circuits, its no big deal,
If there were too be a metal consumer unit it would need the tails to be secured and the entry of the tails via perhaps a gland but as this is not the case no enhanced protection of the tails is needed

Its not required to have the time delay Rcd in the present set up
