I understand the long lead test of water and gas. Dis connect end from cu and test between that and connection to extraneous pipe work. Reading has to be below 0.05 Ohms.

Does the pipe work still need bonding if its a plastic incomer?

What about if the house has a mixture of copper and plastic pipework. Do i just long lead test each accessable piece and ensure its below 0.05ohms?
 
If the incoming pipe is plastic I believe that the metal part of the pipe work would not be classed as an extraneous part.

I would bond it as soon as the pipe changes to copper from plastic.

In the case of domestic house etc, it would be doubtful if you would need to bond the copper sections when the incoming pipe is plastic. On some types of blocks of flats/apartments you may well find that the copper sections after the plastic incoming service pipe would need bonding. So in all circumstances the best approach would be to test the exposed copper pipework. Under 23k ohms and it needs to be bonded back to the MET/EMT!!
