it's an plug, so mother could plug the iron into the light fitting, usually there was an splitter with 2 oulets. 1 for light bulb and 1 for iron.was common practice in the 50's.
 
splitter similar to the 2nd one down on the left., but in bakelite.

My nan had a Bakelite one.
 
still got one somewhere. 'er indoors wants an iron she does not have to heat up on the fire,
