Not your responsibility but since you are there doing other work it might be a good thing to suggest to the owner as additional work at preferable rate since you are present and already doing work.
 
When changing a fuse board in a flat is it my responsibility to install a fire mains wired smoke alarm?
Are you going to come back and reply to the answers already given?
 
I always recommend the installation of mains interlinked smokes when i do a consumer unit upgrade. I tell the client it is not a regulation but my opinion on fire safety, It is up to the client to say no they do not want them and if they do i remove it from my quote.
