Hi Buzz, in what sense are you asking?
matter tends to come in 3 basic forms - gas, liquid and solid. Water (H2O) can be found naturally occurring on earth in all 3 states, steam, water, ice. Water forms when 2 hydrogen gas molecules interact with 1 oxygen molecule within in the right environmental conditions, hence H2O.
One of the things scientists look for on other worlds in and beyond our solar system is the signs of water, preferably liquid water because it appears that it is essential for life as we know it to exist. meaning there could be a possibility of life forming there
the earth has 75% of water so where did that come from then .when the earth cooled down . think about it the earth is in a bubble . H2O did not appear over night .
 
Water is one of the byproducts of burning hydrogen. One theory is that water was formed in the early universe and as the earth was formed, space debris containing water landed on the planet and eventually filled the oceans. Took a few million years. Every time hydrogen is burned in an oxygen atmosphere, water is formed

Although water covers around 70-75% of the Earth's surface, water is actually a rare substance that represents just 0.02 - 0.05 % of the Earth's total mass.
H2O did not appear overnight as you correctly stated, it is believed that much of the surface water could have appeared as long ago as 4billion years.
 
millions of years ago, there was a Supreme Being who, being bored and fed up with eating cosmic dust and bits of rock, laboured hard and long to eventually create a cheese souffle. Unfortunately, he had the oven on too high and the resulting explosion blasted cheese all over the universe. eventually, pieces of cheese coagulated to form planets,most of which,due to gravity, turned into rock or gas ( these gaseous planets were due to the fact that in 1 of the souffles, he had added heinz beans). the only exception being the moon, which we all know is made of cheese. QED.
