Think I might take a look at the lighting circuits for starters.

Have you tried switching 'em on?....same result?

but he states theres no neutral crossovers...so i took this as read thet theres nothing shared/borrowed either....but...

as i had it ....it was loads through the outlets...

sounds like a shared neutral on the lights , to check for this put all lighting circuits on one side , covered by one RCD if it all holds , then you will need to now go and find where they are shared , one common situation is the landing and hall lighting sharing neutrals , but it could be many places , I would try this with the lights first though..

One other thing you have to take into account , is when you did the testing if the light switches were in the off position then the fault would not show up when doing IR or continuity tests at the board
 
And this my OP friend, is why, unless you are VERY VERY careful and thorough with your testing prior to the board change,

Dual RCD boards are the work of Satan himself.
