I believe it’s acceptable to provide to an energy supplier when asking for a connection.

I don’t think they’re allowed to do live tests anymore.

How can you provide the full range of initial verification if you can’t perform live testing?

I work for an Niceic company and have never heard such a thing.
If you aren’t allowed to test live then there’s no point in testing at all and providing a certificate of compliance in accordance with bs7671.
The NICEIC would never impose this on their contractors.
They may advise calculating ZS rather than direct live measurement but they can’t enforce this.

My understanding, is that they consider it unnecessary.
Ze can be obtained by enquiry, Zs can be calculated, how they conduct RCD tests, I don’t know.
