When installing a kitchen, is a cooker outlet plate a requirement (recommendation) or could I bring the heat resistant flex from the oven directly into the cooker control unit (45A switch with socket outlet)?

I don't believe it's a laid down requirement, but normally very good practise. Changing the oven in a few years would become an absolute bugger if it had to be run to the switch, though it may depend on the location of the switch.

If the switch was in a low level cupboard directly beside the oven then perhaps it's less of an issue, but even so the person replacing the oven won't thank you.
 
Hi - not a requirement, but the flex to the cooker will need proper strain relief at the switch (which it gets at the plate ...). There are surface mount back boxes that might be suitable but most of them are intended for small flexes.
 
The cooker switch doesnt include a flex outlet part with cord grip, unless you use a pattress box and a stuffing gland on the flex.

Although, days gone by, ive seen a buried 25mm conduit from the switch with a kick out the wall and the 6mm T&E threaded through.
Dont use T&E now to the cooker of course
