Hello. I have question. I dont know if i have faulty wiring,bad installation or its bulb. When i have lights off long time and turn on lightning ( bulb halogen ) , there is a for 2-3 second bulb dimm/flicker and its normal. Happens only when lightning is off long time and i turn on.

When i turn off lights and turn on again its fine. That flicker/dimm happens only when lights are off long time.
That happens for example if i have lights off 2-3 hours and turn on.

Do the lamps have two straight pins on the back of them that push straight into the lampholder, or do they have two 'top hat' shaped pins that push in then twist into the holder.

That’s normal for halogen bulbs
 
That is NOT a halogen lamp. It's a semi obsolete compact fluorescent tube, and the most likely problem is that it is worn out. If yours is a 4 pin type, there might also be a separate fluorescent plug in starter that should also be changed.
 
These lamps cost you approximately twice what the equivalent in LED lamps cost in electricity to run, and they are obsolete technology that will be not available in the not too distant future, since they are not widely used.
 
So why that bulb dimm/flicker shortly for a moment only when lights was off few hours?
It is usual for compact fluorescent lamps to flicker when they are cold, this normally ceases after a minute or two. It is more apparent when the lamp is nearing the end of its life, when you remove the lamp you may see black discolouration at the base of the glass tubes, a sign the lamp is failing.

I am curious why you would expect a halogen to flicker. To me that would be a pretty certain sign of faulty contact in the lamp socket, or a failing electronic transformer if 12V.
