Sockets in utility room not working but power reading when checked with meter Consumer unit hasn’t tripped Lights ok
Try operating the CB for the socket it may have tripped but the switch indicator has not moved to the off position
 
Tested live to neutral? If there’s power at the terminals, but not going to appliance, then check the fuse in the plug, otherwise faulty socket.

(try a known good appliance like a table lamp)
