Don't forget you create a safe zone by where you place the accessory, so as long as the cables run to the accessory in the safe zones created its OK.

it's not a safe zone. 150mm below ceiling is a safe zone. maybe that's where the confusion arises. just look in the regs. there's a pretty diagram, which was also put on a thread a day or so ago.
 
I recently did a re wire for my brother and found this lurking behind the floorboads, A bit further down It had been missed by a nail by just a few mm skirting.jpg
