How does the inspector being unable to access a camera or the car park lights warrant a code?
To my mind, that should either be a Limitataion or code against the inspector for not supplying access equipment.
Also a little concerned that the inspector is unable to find a circuit.
What’s the recommendation, have an EICR done?

To my mind, done of the real defects would require certification on rectification. There is no alteration or addition, just replacement of existing equipment.
