I agree, but obviously the JIB has to set some standards or whats the point. I think the point is, vocational qualifications upto level three are standard for giving a good rate of craftsmen/technicians. Whereas if you have your degree you would maybe jump to the management/engineering roles which are still assessed by the JIB but with differing vocational and academic requirements. You would also maybe looking at alternative registration with the, lets say IET, with designatory letter, lets say MIET and CEng.
