You most likely find that the inverter is creating "noise" on the circuit and therefore not allowing you to carry out the test.

If the unit is plugged into a 32amp commando then just unplug it, or if through an isolator switch it off.

If it's hard wire direct, then just disconnect at the board and test the RCBO/RCD at source
 
I have been testing directly out of the rcd/rcbo but it is not tripping. What earthing arrange should the inverter have?

Yes ok you have been testing at the CU, but as I said did you have the inverter/charger disconnected ? What earthing arrangement do you have at the site?

None of them that is. Not sure about the inverter?

Not sure what setup you've got specifically but the Victron inverters are high end equipment. We've fitted several of their inverters in marine and onshore applications and we've never had problems with them. They are a very well thought out product which is scalable in all directions, you can even use three of their single phase inverters and link them together to make a 3-phase 400v output. As far as I know all their products are pure sine output so I doubt it's a noise issue as previously suggested. I would be looking at the way the earthing arrangement was installed.
