Mains supply into house is single not looped.
However supply is spilt at mains fuse two 60A fuse one goes to the meter then on to the consumer unit, the other one goes into the wall completely separate from all the electrics in the house. Where is it going? And why not into a meter?. Old but it has been updated with a newer fuse a earth cable.

Is it not going into the property next door?
 
It goes up into the cavity wall. it's a semi detached house. unless it goes up into the attic across and down to the neighbours but why would they do that. The neighbours fuse would be in a different property.
There may be a fuse holder in place, but there might not be a fuse in there. Then again there might be.
 
The way that looks like VIR N and L disappears up that conduit, I would have said one up one down maisonette set up.
So have no idea
I'm going to ask the neighbours to have a look at what they have. Hopefully help figure it out. But definitely not a maisonette the layout wouldn't work and stairs are original. It is a ex council maybe that's why but I don't know.
