So you're not the electrician formerly known as Nicholas Owen? You're a British Gas out of hours electrician (not engineer) who advertises UK made LED lighting and got full details from a landlord who you had no prior experience of, not sure if I'd pour my woes out to some random person coming to my house to do a job but never mind.
Pity, I liked Nick.

What, as in, Nick (get EVERY rented property in the land, RCDed) Owen?

Are BG Engineers allowed to work Out of Hours?
Surely that's infringing on their sales targets?

Tel the Nic that the guy is still using their logo on their van , you watch em take notice then , however if this tenant is getting shocks of his plumbing they are not bothered...

I think the obvious answer would be to approach NICEIC - they're supposed to be 'guaranteeing' electricians which they haven't done a very good job of here.
OK the landlord should have got a registered ('competent') electrician to change the CU, but any glaring errors (such as lack of bonding) should have been picked up by the EICR.

The landlord is not an electrician, but he paid £400 to someone who NICEIC said was to tell him his electrics are safe, so it sounds like the landlord acted reasonably.

Thanks

To clear something up - Bonding was 100%, Main Earth was removed from the Earth Bar.
The Main Earth was located just under the screw (fully wound out) - looked like someone had removed it to do a Ze on but forgot to put it back!

This is the issue here! I dont think personally that LL mate forgot to put it in as it was clear that it had been removed.

No I am not the landlord - I am the Electrician

He asked me to sort issue out and asking for advice.

As hes in Wales (alike me) I cant notify CU (after doing tests - under new regs) so I have advised him to go LABC and notify it that way playing dumb - not knowing it had to be notified
Then go to Trading Standards

Whats the thoughts please?

This Landlord is a 86 year old man who does not have much of an idea on what he should of done till I told him it should of been notified

Do an EICR speak to your local council see if you can notify with the EICR some will accept this in the case of the main contractors going bust , but make sure you do a very deep inspection and fill every thing down on paper , doing it this way covers your rear and make sure the landlord is fully aware of deviations especially C1's and 2's

Ok I will advise him of that!

I cant do any work for the customer as the contract i have with BG states that I cant approach the customer or accept work off any customer that I have attended a call out for

Well that's much worse - that should definitely have been checked!
If the Landlord's mate changed the CU in November but the EICR was done in December, then 'company A' is more likely to have left the main earth out.
