Just do the dead tests, tell your client you can't issue an installation cert until he gives you a down time slot, unless one of his maint guys is told to work live he can't use the new install, see how long that takes, invoice him for the install only and say you will certify when he agrees a down time slot, difficult I know but I used to do it with high end Civil Servants, I know I was paid regardless but it did work when they couldn't do the things they wanted to do to keep the country running, or so they thought, nothing worse than a self important Dennison from the corridors of power,Cheers, Pete That's how I'm doing it at the moment, but there are times when all I can give are, R1+R2, Zs and insulation info. It's just a bit frustrating :-(
Where can you put on an EIC Limitations.Did you not agree limitations due to not being able to shut down? and thus mark it as a lim?
Not sure how you can substitute Ze for something else, it is Ze or it isn't.Substitute Ze for Zdb and note on the cert. As for Ipf why could you not do that?
I disagree Ze is a required test and there should be no Limitations as there is no provision on an EIC to introduce Limitations.LIMITATIONS!
As long as you can justify limitations on your EIC then state that shutting down for correct testing of Ze etc is not viable. If there is an up to date EICR available then you could use those readings and give the above reason for doing so.
It would depend on scope of the work you are carrying out as well, a major job would not justify limitations, but a new radial circuit from a sub-DB for example hardly justifies major disruption and cost implications when perhaps a Zdb reading with no shutdown is perfectly adequate.
Commercial premises that have had a forward thinking electrician in during a shut down usually have the useful addition of Ze and Ipf written on the incoming chamber/panel board in black marker.
Substitute Ze for Zdb and note on the cert. As for Ipf why could you not do that?
