Why is the cover off the consumer unit?

Doubt it is permanent.

Is the cu next to your incoming supply? If not there may be a fused switch or rcd switch that's tripped there.

Did you take the faulty 'bulb', out of the luminaire? Including the metal bayonet cap

Well guys, you were right. There was indeed another board - simple as that!

And now I know... Just wanted to thank you all for your kindness and generosity in time and effort in helping me try to figure it out. Thankfully it was a quick and easy fix and we had another issue with some sockets not working (due to loose wiring inside) so we were able to kill two birds with one stone (all under an hour's work).
