Ok now I'm going to tell you that that is a shopping centre car park, the trays are on the ceiling and can easily be touched as the trays are only about 6'6" off the floor, very low ceiling indeed.
i`d say its been belted by something has that....as theres evidence of impact on the tray fixed to the wall as well..Here is a better look!
