This would only apply if there were any services in the outbuilding which required main bonding....if a TNCS earth was used those services would have to be main bonded right back to the MET which would means a rod would be more practical.
As long as there are no services in the outbuilding requiring bonding TNCS can be used and the earth conductor sized in the normal way in relation to the line and neutral conductors.

We work closely with YEB / CE ELETRIC. on alot of UPS systems. They dont like export of a tncs earth system of anything above 25m (I think).If it has to be done they want rods in place. Might be different for other DNO's

Interesting....I dont doubt you,but I go by the BRB which does not restrict the use of a TNCS system to supply outbuildings which is good enough for me.......Why 25m I wonder??....maybe you should ask them to justify their demands. I've said it on here before and I'll say it again, those who insist that exporting a TNCS to an outbuilding is bad practice and yet will happily install outside lights and sockets on the same system around the main building need to have a think about the logic of their argument....just my opinion:D
